The Public Certificate Authorities are currently experiencing a problem contacting Certificate Transparency (CT) servers which is causing issuance to be delayed.
The issue has been resolved. An external port scan caused a ranged of IP addresses to be blocked, resulting in the inability to reach a quorum of CT log servers. Firewall rules have been adjusted and issuance has resumed as of 2019-11-21T09:17:18 UTC.
